The locale is (should be?) used for all kind of internal things like reading text files. By changing the locale any text file read has to be encodined using ISO-8859-1 instead of UTF-8. There are many things which will go wrong with old JVMs. The thread library behaves differently (but correctly) now. The exec-shield functionality is causing problems.
