Just a guess... looks like the bitmap that makes the backdrop of the toolbar 
is not being copied properly.  In ye old days, drivers used to cache small 
bitmaps in videocard memory and do the bitblt entirely local to there for 
speed.  So maybe there is a problem with your AGP, either in power, speed, 
heat, or the memory region set aside for it in the BIOS.  Or God help us, a 
cursed VIA chipset sent from the Bowels of Hell.

Or none of the above :-)
