Because most companies refuse to release specs to their hardware in order to maintain a "competitive advantage" in the marketplace, thus making OpenSource drivers (at least ones that perform on par with closed-source ones) a near impossibility.

The DVD Consortium enforces a licensing fee for all properly licensed DVD players. Since Fedora is both free-as-in-liberty and free-as-in-beer, no such option is available. RedHat would have to track all downloaders and extract a fee from each in order to make it practical.
Plus, just use off-shore repos. *grin*
