I've noticed the responsiveness problem as well. For some reason RedHat 9 on my new and fast machine was much less responsive under load than even my old 300 Mhz maching running RH8.
I found an easy solution to this annoyance in the RedHat 9 kernel RPMs provided by Planet CCRMA. Planet CCRMA is a group hosted by stanford.edu who are focused on audio support in Linux. In any case, they've made a 2.4.22 kernel with the preemptible kernel patch as well as various low latency patches.
Probably overkill, but it did the trick. You can find the rpms here:
