upgrading test->released

I have seen people asking if it OK to just update (or upgrade) their running 
FC-1 test3 to the official FC-1.  As RedHat have said numerous times, this is 
"not supported".  It turns out that the ntptrace problem discussed in other 
messages demonstrate why this update/upgrade is not a good idea.

The test version included ntp-4.2.0.  Before the final version of FC-1, it was 
decided to revert to a previous version of ntp (4.1.2) because of stability 
problems with 4.2.0.  Now if you update/upgrade, the "older" 4.1.2 package 
will not replace the installed 4.2.0.

Folks, please, do fresh installs and do not try and continue 
updating/upgrading.  Save yourself some headaches.
