Why doesn't noapm work?

I'm running FC1 on an old desktop machine that keeps going to suspend every 18.7 minutes. I'm assuming this is some sort of apmd problem, so I'm trying to disable apm. I've disabled apmd though ntsysv. I'm also trying to disable apm int the kernel itself. I've put noapm on the grub kernel line. But it doesn't work.
