in the address bar as it should. However, if I set up mozilla as the primary browser and click on the same link the page will only partially come up since it seems it has downloaded part of it to local cache and the address bar shows:

file:///root/.kde/share/apps/kfmexec/tmp/3957.0.fedora-list

when logged in as root, instead of the remote site address. I believe this to be a bug in KDE but I'm not sure if I'm just missing some other configuration setting. Can anyone confirm this as a bug or shed some light on what's going on?

I had the same problem. Check if you have 2 entries for Mozilla under the "File associations" tab for html -- if you do, choose the one labelled "Mozilla Web Browser". That worked for me.
