Features PL/SQL debugger, SQL worksheet with syntax highlighting, DB browser and a comprehensive set of DBA tools. There is a Java based app called SQuirreL SQL, that can connect to any database that has a JDBC driver such as Oracle, MS SQL Server, DB2, PostgreSQL, MySQL, etc. Try searching http://freshmeat.net/ for others.
