This is taken care of by the package itself :

$ rpm -q --scripts gstreamer-plugins-extras
postinstall scriptlet (using /bin/sh):
/sbin/ldconfig
env DISPLAY= /usr/bin/gst-register >/dev/null 2>&1
postuninstall scriptlet (using /bin/sh):
/sbin/ldconfig
env DISPLAY= /usr/bin/gst-register >/dev/null 2>&1
