that header file is included only by drivers/serial/dz.c, whose
Kconfig controlling setting is:

config SERIAL_DZ
        bool "DECstation DZ serial driver"
	...

so, since it's "bool," there's no way "#ifdef MODULE" can ever be
true, yes?
