[PATCH] Dynamic tick for x86 version 050610-1

Hi all,

Here's yet another version with more clean-up:

- Got rid of ifdefs for skipping timer calibration; Skipping is
  now done based on dyn_tick_enaled() instead.

- Clean-up fixes as suggested by Pavel Machek.
