I have done it but I am not sure how.. But here is a suggestion.

Install ccsm with yum and then run the program ccsm.

This will allow you to see the compiz options.

Try this one:
General Options->focus and Raise Behavior
and click on: Raise on Click

I am not sure that did it but you will see other options that look
promising. Sorry to be vague and unsure.
