I have established that Image Viewer is the selected program to open JPG files. The problem appears to be case sensitive. JPG doesn't work, whereas, jpg is okay.

What are .jpg's opened with instead?

Have you right clicked the file, under properties and checked what is
marked under the OpenWith tab?  that image viewer [eog] is available and
checked?
