Yes I am also using ATI-Radeon card with FC3. It got recognized automatically and I did not have to provide a driver. The display is much better than the standard vesa.

Yes.
The radeon driver has better 3D support and faster 2D performance.
You can try and download the ATI closed source drivers from:
https://support.ati.com/ics/support/KBAnswer.asp?questionID=3380
