You need to install GRUB stage1 in the first 448 byte of the MBR.
Also, the device name in the sfdisk input does not seem to matter,
since you specify the device on the command line.
This should do the trick:
dd if=/dev/sdb of=/dev/sda count=1
sfdisk -d /dev/sdb | sed -e 's!/dev/sdb!/dev/sda!g' | sfdisk /dev/sda
[The 'sed' is optional.]
