What's in /proc/scsi/scsi ?

/proc/scsi/scsi
only contains the line
"Attached devices:"

What SCSI card are you using? Which driver does it use? Is the module
for that driver loaded? Is there any device other than your scanner
connected to the SCSI card? What's the output of "ls -l /proc/scsi"?

Problem identified. I tested to connect some other SCSI devices and they didn't
work either. It turned out that my SCSI card have died.
