Hi,
I had the same problem. the thing is, that kdm is configured to use themes. 
look in the file "/etc/kde/kdm/kdmrc" for a line like "UseTheme=true", and 
change it to "UseTheme=false". after that change the configurations made via 
controlcenter affect kdm
