I have experienced something similar - a long time ago.  If I remember correctly I had a very old NE2000 card that sometimes ceased to work until powered off.  But that was not with Linux.  I also had problems with a very ancient Sound Blaster card.  That was with RedHat around about version 5, I think.  My theory is that the problem is with the hardware.  The board hardware needs to be reset and this only happens with recycling the power.
