I agree with you.
I had exactly the same problem after upgrading from FC-1 to FC-2.
I'm not convinced system-config-display runs in text mode
if you don't have X running.

I found it was fairly useless even when it did work;
it didn't produce a working xorg.conf in my case
(with ATI Rage video card on a Sony C1VFK notebook).
I could only get the X server to work by editing xorg.conf 
(reducing the Default depth to 8).
Basically, the Xorg ATI driver is faulty, IMHO.
