Being the person responsible for the community RPMs for PostgreSQL, I can say 
that they do indeed do the add already.  Long ago (PostgreSQL 7.0.x days, Red 
Hat Linux 7 days (there never was a Red Hat Linux 7.0, it went 7, then 7.1)) 
the RPM initscript had the embedded chkconfig directives set to have 
PostgreSQL ON for runlevels 3, 4, and 5, but it was decided to not do that 
but let the user do that, so the automation doesn't set it to ON for any 
runlevel.
