What Linux are you using? I'm using 2.6.5-1.326 and I see it...

[rms@roque SIDF]$ /sbin/modprobe -l ip_vs
/lib/modules/2.6.5-1.326/kernel/net/ipv4/ipvs/ip_vs.ko
[rms@roque SIDF]$ rpm -q kernel
kernel-2.6.5-1.326

Did you compile a custom version of Linux?
