If you've got the k3b 0.10.2 package from fedora.us, it's built without mp3
support just like the rest of Fedora Core or Extras. But the newer version
of k3b at rpm.livna.org comes with a k3b-mp3 package which adds the mp3
codec plug-in.

If anyone wants to try k3b 0.11.1, it's in the package queue with one
approval:  https://bugzilla.fedora.us/show_bug.cgi?id=1106

Alternatively, try Mihai Maties' k3b package, which is linked from the
k3b page. Don't remember any other sources for k3b packages.
