It is RFC 1036, from 1987: "Standard for interchange of USENET
messages". It's buried deep within
http://www.faqs.org/rfcs/rfc1036.html. You can search the document for
"signature".


Ah... that would explain it. I have never read any of the RFC's for USENET.
