Fedora doesn't discourage that.  Breakage in updates might do but that
is hardly deliberate.   One could avoid this problem to a good extend by
cherry picking updates and doing just security updates on your system is
simple and easy with either PackageKit or yum  (via yum-security plugin)

....  but this has absolutely nothing to do with viruses and
anti-viruses tools are not going to help against security exploits
