Curious bash evaluation

Hello. See this:

# A="echo 'hi'"

# echo $($A)
'hi'

# echo 'hi'
hi

Does anyone understand why does the first command 
evals the echo but echoes the simple quotes? 

Is there any dark shopt option which makes it run correctly?
