If you want 24 hour time in other places you need to tweak the local. The
simple way to do this is to use en_DK.utf8. But that will also use commas
in someplaces where people (in the US) use periods.

Otherwise it seems you need to make your own custom locale. There doesn't seem
to be a varient of en_US.utf8 that uses 24 time that is shipped with Fedora.
