Well, for me, yes.

I'm still on F13 (although I think I'll have time to upgrade, maybe,
over the winter break).

I usually get the tarball and just

cd /home/<user>/.mozilla/plugins
tar xzvf <tarball>

for each user that I want to be able to run flash stuff.

No automatic updates, but I find myself much more comfortable knowing
that I can get on the web in some accounts without having to worry
about holes in flash.
