Assuming you're using the DVD, when you get to the software selection page (the one that at the bottom has two choices "Customize later" or "Customize now"), select "Customize now", then Next, highlight "Base System", then check "Dial-up Networking Support". This package group includes wvdial by default (you can see the exact list by clicking on "Optional packages").
