Ok, first go to K3B and go to Settings|Configure K3b. Now click on "Programs" on 
the left.  There you will see a list of helper apps.  Check if transcode 
appears as available there (it should have a green checkmark along with its 
path which is /usr/bin/transcode).

Now, rpm-wise, you can verify if you have installed with:

rpm -q transcode

If nothings shows up you don't have it.
