I've just installed another update to OOo and it still downloaded everything, not deltas. OOo is now excluded from update in my yum.conf. If this can't be fixed the maintainer should be a lot more cautious about pushing out updates to OOo. I'm sure I'm not alone in thinking that 100MB of updates about once a week is unacceptable.
