"Going through all the motions" is kinda vague. Does it POST (Power
on Self-Test) or not?

A motherboard and CPU should POST (emit beeps) with *nothing else*
(not even memory or keyboard and certainly not a video card)
installed, unless something important has changed since the last time
I confronted this situation. If it does POST, the beep codes at one
time would tell you what was (not) happening.
