I do have all of the above:
$ rpm -q gstreamer-plugins-good gstreamer-plugins-bad gstreamer-plugins-ugly
gstreamer-plugins-good-0.10.25-1.fc13.i686
gstreamer-plugins-bad-0.10.19-1.fc13.i686
gstreamer-plugins-ugly-0.10.15-1.fc13.i686

furthermore, I also have

/usr/lib/libFLAC.so@
/usr/lib/libFLAC++.so@
/usr/lib/libFLAC++.so.6@
/usr/lib/libFLAC++.so.6.2.0
/usr/lib/libFLAC.so.8@
/usr/lib/libFLAC.so.8.2.0

/usr/lib/libFLAC:
libFLAC.so@
libFLAC++.so@
libFLAC++.so.6@
libFLAC++.so.6.2.0
libFLAC.so.8@
libFLAC.so.8.2.0

still, rhytmbox will not play flac.
