Hi,

give us output of (for example /dev/sda):
# hdparm -i /dev/sda
# hdparm -I /dev/sda

Also, is it possible that you played with hdparm and customized it somewhere on
your system, perhaps here
  /etc/rc.local
  /etc/rc.d/rc.local
or in general somewhere there ?
# grep -ir hdparm /etc
# grep -ir hdparm /usr/local
# grep -ir hdparm /root
