I don't know either.  User "gdm" sounds like a good bet.  But, changing
that setting in the home directory of Joe RandomUser on a multi-user
system certainly can't be expected to change the way the greeter operates
before any user name has been selected.  The fact that the config editor
even allows you to try that should probably be reported as a bug.
