No, that's false information. A package in koji which is tagged as "dist-*-updates-candidate" is available for packagers to be published as updates requests in bodhi (the Fedora Updates System). When pushed into a repo, it will either be tagged with "dist-*-updates-testing" or "dist-*-updates".
