id you lsmod | grep jfs   does it show
the jfs kernel modules loaded?

On my version of vanilla kernel, the module is
located here:

/lib/modules/2.6.34-git16.fc13.i686/kernel/fs/jfs/jfs.ko

If it does exist in your os directory, then
you might try to modprobe jfs
if not, you need to build the module from source.
