F13 Can't start sshd with Selinux enforcing mode

# uname -a
Linux d3.dkt 2.6.33.5-112.fc13.x86_64 #1 SMP Thu May 27 02:28:31 UTC
2010 x86_64 x86_64 x86_64 GNU/Linux

# service sshd start
Starting sshd: /usr/sbin/sshd: error while loading shared libraries:
libfipscheck.so.1: cannot open shared object file: Permission denied
                                                           [FAILED]

If I change to Permissive then it starts.

Going to SELinux Adminstration -> Process Domain -> sshd and clicking
on Permissive gives this message:

/sbin/load_policy: error while loading shared libraries:
libsepol.so.1: cannot open shared object file: Permission denied
libsemanage.semanage_reload_policy: load_policy returned error code 127.
/sbin/load_policy: error while loading shared libraries:
libsepol.so.1: cannot open shared object file: Permission denied
libsemanage.semanage_reload_policy: load_policy returned error code 127.
/usr/sbin/semanage: Could not commit semanage transaction

How to fix?
