Networking doesn't start on boot

Hi,

I've just installed FC13 and have all updates installed. Networking
doesn't automatically start, and I have to right-click on the little
network icon in the upper-right and select "Enable" in order for it to
bring up networking.

In System->Administration->Network Device Control there are no
networks or interfaces listed. In System->Administration->Network both
interfaces are listed. One is shown as Active, presumably because I've
"Enabled" it by right-clicking on the icon and selecting Enable.

"Controlled by NetworkManager" and "Activate Devices when computer
starts" are both enabled.

How can I troubleshoot this?
