VirtualBox builds OK on my system.

$ rpm -qa |grep kernel
kernel-PAE-2.6.33.4-95.fc13.i686
kernel-PAE-2.6.33.3-85.fc13.i686
kernel-PAE-devel-2.6.33.3-85.fc13.i686
kernel-headers-2.6.33.4-95.fc13.i686
kernel-PAE-devel-2.6.33.4-95.fc13.i686
abrt-addon-kerneloops-1.1.0-1.fc13.i686

Try 'yum install kernel-PAE-devel'.
