It would be a non-trivial project but I think you need something along the line of a database that masquerades as a filesystem, such that each block is actually a record in the database. I remember from the days of DOS that I used a program that did something similar to that by creating a file that contained "virtual sectors" and a config.sys driver that mounted that file as a drive.
