Yes, and no. The ogg, or ogm file is a container. We tend to expect to find vorbis or theora data inside them, but they can contain other formats. Though I'm surprised to find a Windows format inside an ogm container, it could just be that the author needed to wrap a file in a descriptive container, of some sort, and didn't want to transcode the data.
