Far and away the cleanest way is to switch to KDM instead
of GDM and then you can just edit the /etc/kde/kdm/kdmrc
file to control X server startup options.

has lots of info on other start option work arounds, including
a way to get gdm to leave off the nolisten tcp argument
(but not a general way to control all xserver args in gdm).
