I wrote too soon: a simple "pulseaudio --kill" killed off the running
daemon and restarted.  But, I'm not 100% why it restarted on its own.
Perhaps it's set to auto restart since it's listed as one of the apps
that get started automatically when I log into Gnome.

Anyway, the change worked.  No more insane volume changes.
