The main R package is set up so that it also pulls in all the development stuff, so that you can build R modules/packages from source. But if the basic set of R packages packaged in Fedora is not sufficient for you, you'll have to do that anyway. R provides automatic commands for that in its UI, so it should be easy, but this does indeed need the development stuff and not just R-core to work.
