Yeah, but it provides:

NetworkManager-pptp.x86_64 : NetworkManager VPN plugin for pptp
pptp.x86_64 : Point-to-Point Tunneling Protocol (PPTP) Client
pptp-setup.x86_64 : PPTP Tunnel Configuration Script

All those look like client packages for connecting _to_ a vpn server,
not creating one. I don't see any server there, of course Fedora might
just bundle it in ppp or something, I've no idea..
