If you do a text-based install (add "text" to the installer's kernel options, or automatic if you have less than the minimum RAM for a GUI install), you'll get an extremely stripped-down installation (less than 200 packages for F11) whether you want it or not - the text-based installer doesn't offer any package choices anymore.
