Since it is running a 64-bit kernel, it would be capable of running a
64-bit version of Fedora. To confirm, grep lm /proc/cpuinfo.  I don't
have a 64-bit version of Omega yet. If you want to move from 32-bit to
64-bit then yes, you will have do a fresh installation.
