No guessing needed.

[tim@suspishus ~]$ ll /boot/grub/menu.lst 
lrwxrwxrwx 1 root root     11 2008-07-28 13:12 menu.lst -> ./grub.conf

It shows you that it's a symlink to grub.conf.

Likewise, with:

[tim@suspishus ~]$ ll /etc/grub.conf
lrwxrwxrwx 1 root root 22 2008-07-28 13:12 /etc/grub.conf -> ../boot/grub/grub.conf

2.6.27.25-78.2.56.fc9.i686
