Now (fedora12) that configuration has moved to dbus:
Removing a line in /etc/dbus-1/system.d/hal.conf helps:

It is the element <allow send_interface="org.freedesktop.Hal.Device.SystemPowerManagement"/>
where parent::policy/@at_console="true"
