Yes, bugzilla is the proper place to make such requests. It would be an enhancement request¹, often '[RFE] Update to foo-1.1' or a similar summary. Some maintainers already get notifications of new versions automatically, so checking http://bugz.fedoraproject.org/<package> would be good.
